Accordingly, Phelps will accept returns and refund any payment if and when a customer is disappointed with the merchandise for one of the following reasons: (a) the blank goods are defective from the manufacturer; (b) the quality of the decoration is below industry standards; or (c) the final product is vastly different from the final design submitted and approved by the customer.
